BiP Solutions provides public sector contracting authorities with a suite of eSourcing services under the Delta-ets brand. Delta-ets services include Project, Vault, aXcess and Select.

Project enables public sector contracting authorities to create, manage and transmit contract notices electronically, both to the Official Journal of the European Union and to BiP's business intelligence services. Project also enables the creation, management and transmission of below-EU threshold opportunities, including to services such as www.supply2.gov.uk and the MOD contracts portal.

Vault is BiP’s electronic document exchange system. Vault provides a totally secure means to store and transmit Expression of Interest (EOI) and Invitation to Tender (ITT) documentation, and then to receive and manage responses electronically via the internet. The Vault service is widely used across the entire UK public sector, and with local authorities, health authorities and government agencies in particular.

BiP’s aXcess service enables public sector contracting authorities to create buyer profiles quickly, efficiently and compliantly. Buyer profiles are dedicated online areas which provide suppliers with details about a contracting authority's procurement practices and intentions, assisting them in becoming better informed about the purchaser and better able to judge whether they want to bid for a particular tender opportunity.

The Member States of the European Union have committed to achieving 100% availability of online procurement systems by the end of 2010. Delta-ets provides the assistance public sector contracting authorities require in order to meet this target, and to ensure that their procurement activities remain compliant with current EC legislation.

Select Accredit has been endorsed by the Society of Procurement Officers in Local Government (SOPO). It supports a 'do it once' ethos, since suppliers are only asked to seek accreditation once, annually, by those public sector organisations which use the service.
