Procurement Consultancy

Public procurement is highly process orientated, and is subject to a wide range of legal requirements and best practice guidelines.

The European Commission is particularly vigilant in ensuring that contracting authorities act in a fair and ethical manner and secure best value for the taxpayer. BiP's Procurement Advice and Support Service (PASS) helps buyers to understand the rules of public procurement, and also how to procure more effectively. PASS also assists suppliers by providing in-depth advice on how to win public sector tenders.

PASS services include print and downloadable guidance documents, seminars and one-to-one sessions, delivered at a company's or public body's premises.

BiP has also extended its consultancy service to public sector organisations outside the UK. For example, in 2006 BiP delivered a research and consultancy project to the European Defence Agency, and in 2007 was engaged to provide procurement monitoring services on behalf of the Ministry of Education in Kenya.
